A closure of an area for the protection of spiecies is likely to survive any challenge under constitutional right, unless......the state gives a privilege to classes of fisherman, IE private companies that it doesn&#039;t extend to individuals. So if it allowed certain companies to fish under some paid licensing or permit, but denied the public, that would be an infringement on your rights]]></description>

If anyone could screw up the economics of solar photovoltaic power, Riverside County could. When our government employees do not work in a competitive environment, they fail to understand the competition for private sector dollars and how it affects the prosperity of all their constituents.  And you thought the sun was free?]]></description>
